The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

i hit ID ped and it doesnt work at all, it also makes the car i have pulled over glitch out and crash into things when i hold E to open computer+ to check a license plate or something

If you're using ELS, you need to hit the scroll lock key, or whatever key you have the ELS Controls lock onto before opening computer+, it will make it so you cannot hit the airhorn, and the pulled over vehicle will not freak out and crash into things.
