The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I hadn't been able to get ELS to work.  I figured out my AdvancedHookV.dll wasn't in the game folder.  I added it and ELS was working that one time.  Now everytime I try to start GTAV/Ragehook the AdvancedHookV.dll is removed from the game file.  I'm prompted during startup if I want Rage to unblock AdvancedHookV.dll (like it did all the others).  I click Yes but it still gets lost from the GTA folder.  Any thoughts?

try right click on the folder and properties then unblock apply then try that
