RAGEPluginHook Probelms

Hello, I have been experiencing this problem for a few days now. I previously had everything working fine then... I reinstalled GTA and I tried to install RAGEPluginHook first THEN once RAGE is working I would install LSPDFR. Except it didn't go that way. I have tried about 5 times reinstalling but I keep getting this Error . I have tried everything that I can find and I disabled my AV and exluded RAGEPluginHook.exe and the other GTA5.exe's and I still get the error. I would love to be able to play LSPDFR again but I don't know what to do. It wont let me make an account on RAGE's website because the email wont send and also their website is down. I hope someone can help me. Here is my Folder
