When I have to chase a suspect and I get away from their car, it disappears.  I don't have to go far for it to happen and sometimes it takes a further distance than other times to make it disappear.  

 

Example: Yesterday I chased a guy on foot for like 1-2 minutes and came back and his car was there.  Today I chased a guy across the street and all the sudden his car disappeared (I'm not exaggerating, literally across the road, like 15 feet away). 

That's GTA being GTA, sadly. The game will delete cars to conserve memory, but it's a bit weird in what cars it deletes, and what cars are kept around.

Oh.  So if I close nearby roads do you think it will decrease the chance of it deleting the car?

It could potentially work, but there's no guarantee :(

I wish someone could make a mod or something that would stop this, it's really annoying and destroys my immersion

There are some persistence mods around, but since they keep literally everything loaded, they tend to murder your framerate quite badly.

Is there not one that just keeps the vehicles closest to you from de-spawning and keeps the game from spawning new vehicles once a limit is reached or something?

 

One other thing, would turning to world population thing down help?  I have it at max right now

I wouldn't know, I don't use any of those mods.
