The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

This is a result of ELS traffic control.  The only viable option is disabling it in the ELS INI (TrafCtrlOn = false).

Now I'm running into the problem of cars not moving when I honk the horn..

If you mean pulled over vehicles, that shouldn't change anything.

 

If you mean in general AI cars, yes, that's intended.  You can either have ELStrafcontrol enabled and have the AI in a traffic stop drive in a straight line, or have the AI work as intended with it disabled.
