The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Were these mods LSPDFR and Rage?  Was it ELS you added?

The two mods that I have are siren mastery and  trafffic policer and I don't even know what els is..

Are you sure you're bliping the target vehicle with shift (or A if on controller), and then turning on your lights?  Also, how close are you to the target vehicle when doing so?
