The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So when I was trying to spawn in a vehicle it crashes I know its not the car its the InI file it changed from "Configuration Settings .ini" to and ".ini" and will no longer work how can I fix this?

On the top bar it should say File,Computer, and View.. Click View and make sure you click on the check box next to File Extensions.. It looks like you changed them to TXT files while editing.
