I am somewhat new to this and searched for the issues I was having without success. My problem is two fold: 

 

1.  Control Box not showing when pressing hotkey:
   1. I have installed and uninstalled several times without success, I had success previously however had to dump everything and start over and now I can't get it to work.  I installed everything correctly from what I can see and what I have read.  I am wondering if there was a binding issue but can't see where the problem is coming from.   I have noticed that non of the other hot keys (patterns, take-down, blackout etc) work either.  Telling me there is a bigger issue.   
2. When I put in a new vehicle (add correct files to proper locations), the vehicles show up however the lights show as a steady burn on the lightbar but slick-top vehicles with deck and visor lights work correctly.  

 

Honestly I am lost now and don't even know where to start or go from here.  Any assistance would be greatly appreciated.   Thanks

Are you putting the VCF files, in the Pack_default folder inside of your ELS folder? 

Yes, they are going into:

Program Files (x86)>Steam>steamapps>common>Grand Theft Auto V>ELS>pack-default

Are you spawning it VIA a trainer, or from the LSPDFR garage? 

I have tried both and non have worked
