He made that uniform himself. You won't find it anywhere. You can learn how to do it yourself but you need to find someone who made a tutorial on creating uniform textures. I'm also trying to learn myself, I'm waiting for my dude Kpdofficer to make a tutorial on it since he's a expert at skins and textures.

Yes, I did make that uniform myself. It was not ever available for download. I always get a lot of popularity about this uniform but I have never had the time to release it, I'll have to find the files and upload them soon.
