The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I've searched your Laptop on the web. Just to be sure, are this your specs?:
processor: Intel Core I5-6300HQ
RAM: 8GB
Graphicscard: Nvidia geforce GTC 970m 2GB

If yes, Its possible to play normal GTA V at normal settings, but if you want to play with mods (Like LSPD:FR) you have to go to low settings due to your low V-Ram.
