I am a newb yes I know at this but I was wondering, everytime I go in game everything works but all i see on the streets are taxis and very few of other vehicles, how can I fix this?

You can try downloading the trafficflow there i believe so . it will reduce the taxi

if you go to common/data/folder there is a popcly file. if you look half way over the page you will see taxi. most taxi in most towns are 20,40 or 60 cut all them 10,20 and 30 and you will see a lot less taxis. if you go and set the number to 0 you will see a taxi every once and while. i use a traffice flow and i have my taxi number to 0 and i have a lot of traffice but don't hardly ever see a taxi
