The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Is there a way I can edit the police light brightness for a specific vechile without downloading anything. If so where would I I have to go and what would be changed. I am trying to change police 1 since I have installed a cvpi there and I want the lights brighter just for that car?

Turns out, you need to edit the file of the vehicle from OpenIV. I couldn't help you with that though, I'm just a scrub!
