Cars driving away during traffic stops

Sometimes when I pull someone over, I go to talk to them and while I'm talking to them they will randomly drive away. Not like they're fleeing, but as if I cancelled the traffic stop somehow, but I'm not. And there's no pursuit or anything. Any ideas?

 mine to i think its a bug in one of the plugins unshore what one
