The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

when i load gta 5 via the rage plugin hook icon...it loads everything that i need and it looks like it loads just fine because the map shows the police stations but when i go to press the F4 button, it doesnt do anything. I have even tried to uninstall the game and mod and reinstall both with no luck. PLEASE some one help me fix this.

Try going into the rph settings and under game settings, command line switches, enable force window mode. For some reason the new update of windows 10 screwed everything up. Lots of people have been having that issue, including me. Try that out, let me know if it works.
