The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Clicking on ragepluginhook.exe does nothing

All i have downloaded currently is LSPDFR, no other mods whatsoever

And the game will not launch via ragepluginhook.exe

When i click on it to start the mouse thinks then does nothing

the game starts fine whenever i run it through steam

 

It has been a while since i have used this mod, and i remember you having to run lspdfr through ragepluginhook.exe

 

I have windows 7

if anyone can tell me why it isnt running would be great

Have you installed the latest version of RAGE Plugin Hook (not the one included with the LSPDFR download)? You may wanna start with making sure that RPH and anything else is fully up-to-date.
