The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

just installed GTAV and LSPDFR and I have ragehookplugin the latest version. When I click the ragehookplugin it says its not a compatible version, but still lets me load it. I then click save and quit and nothing else loads. I go into GTAV on steam and there is no police mod. how come? I know I dont need scripthook for this, I only need ragehook

Make absolutely sure that you've installed the latest Rage Plugin Hook after installing LSPDFR, and ensure that your game itself is the latest version (v1032).

As @M3Creepsta has said, make sure it is definitely the latest version of RAGE as LSPDFR comes with quite an old build.
