The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Go to their website click the download link that says "RAGE Plugin Hook - Open Alpha - 0.52.1061.10387" it should start the download for you. 

 

After it is downloaded unzip the file, there are installation instructions included, but if I remember correctly you just need to move all the files with the exception of the SKD folder and the licences folder into your root GTA V directory.
