That will enable ELS for it in game.

You can use "NJ5_FIREPIP02" That will spawn fire but you can not put it out with anything. The only way to "put it out" is for the person who spawned it to delete it.

When your in game
1. Open SNT
2. Got to Object Spawning
3. Spawn Object by entering model hash or model name
4. Press F10 to change it to spawn by Name
5. Enter "NJ5_FIREPIP02"

Then with SNT you can move it where you would like.

When you press "P" it turns definition in your settings on and off. When it turns off it will make your vision blurry.

**Spark IV**
1. Open Spark IV
2. Navigate to (Gta IV-> PC -> Models -> Cdimages -> vehicles.img)
3. import the new cars you want to put in
4. Rebuild & Save

**Open IV**
1. Navigate to (GTA IV -> PC -> Models -> Cdimages -> Vehicles.img)
2. Turn on Edit Mode
3. Replace the cars in there with the new ones you want.
4. Turn off Edit mode and close Open IV

What is this?
Hello everyone, I would like to inform you of a roleplaying community, named Elgin City Roleplay. We are a laid back, and relaxed roleplaying group, and we just like to have fun, while being organized and RPing at the same time. We love just playing and socializing, and getting to know each other. We have multiple departments, such as the ECPD, and FD, and other such as the State Department when you get a higher rank. We have multiple specialties available which lets you do more things in-game, such as being an air unit, or tactical unit (SWAT).

How do I become a member?



First you must be at least 15 and have a microphone and know how to use a computer properly.
Then, in order to be come a member, register at our site, listed above and use the application form to apply, once your are approved, which won't take long, then you can come on the TS3 and get an interview with the Chief.
If you are approved, you will become a recruit and will await training.
After training, and if you are ready to go, you will be made PPO and will be a full member of the community!
If you wish to become a Firefighter, talk to Fire Chief Brown and the process goes the same.

Going back to what maze said, you have to believe that youre life, the life of your fellow officer, or lives of civilians are in IMMINENT danger...

Totally justified, just because he fired 10 rounds doesnt mean that 10 rounds hit the suspect, Officers SHOOT TO STOP THE AGGRESSIVE ACTION, regardless of how many rounds they fire.

They DO NOT Shoot to kill...

1. All that is needed for the officer to use deadly force and be justified is if he feels his life is in serious danger or the life of another is in serious danger.

2. No, But all departments investigate any officer involved shooting. Internal Affairs could find it excessive use of force for the amount of shots fired.

3. The K9 could have been used yes. But it up to the officer if he wants to release his dog after the suspect. He is thinking of his dogs safety, his and his partner's safety too. that pipe and could do some serious damage.

4. K9 officers are trained to shoot like that... They are trained when shooting while holding their dog is to pull the their hand holding the leash in to their body and their hand with their gun out and with a slant. I am not 100% sure why they do that I assume it is to counter act the dog pulling toward the suspect. Also If your dog is going at the suspect pulling towards him you don't want your dog jumping and getting in the line of fire when your shooting.

We currently only play gta IV.

ok i did what you said i replaced police1 and 2 to there orginal state and only have the fbi and noose cars modded in game. the same thing still happens when i get to noose the car doesnt appear and it says unhandeled error see logfile in top left hand corner of my screen as it always has when this happens. any more suggestions on how to fix this problem i am haveing?the other mods i have installed are traffic fix v5, light indicator script,els v5, less overtaking mod. the game runs fine with just fbi, police 1 and 2 modded with the cars only having one livery it never crashes. thanks agian for all your help.

100% positive I am pushing alt t. Also I know the windows key is next to alt but I am hitting alt.

I haven't seen a new subway train for gtaiv and ive really gotten into roleplaying as a subway train, so i figured that ill edit this train and make it look modern, so i looked at afew subway trains and decided to make it look like the New Toronto Rocket Interior, Shown Below.
