No police dispatcher/ scanner

I like the detail of hearing the dispatcher talking and informing you on the chase, but one day he just stopped talking altogether. I know not all call outs have a sound, but even when I call for backup he would normally say something like "Dispatch one unit to (location) for an officer in need of assistance." or in a chase he would say something like "Suspect heading south on Broker-Dukes expressway going 90 miles per hour in a blue Albany Cavalcade." but he wont talk anymore at all, like he suddenly decided to quit. I went through the files and the sounds are there ( the ones in the LCPDFR folder, not GTA IV itself) but he just wont talk, only the text shows up in the top-right.

I did find another thread about this but it didn't help me at all.

Please help me find Mr. Dispatcher, any help will be appreciated.
