I think that is causated by old plugins like PeterUCallouts (it is not to old but it is unstable), Pursuit on the fly, SWAT Callouts e YetAnotherPartnerMod.

You need to disable the DeveloperMod on RagePlugin too

PeterU works fine; this issue occurred after I reinstalled my game and just took out my plugins folder and put it back in. I believe I am missing a file, I just don't know what

Just reset all gta, reset directory then put 1 for 1 plugin and try to understand why you get this issue or if you want to reset try to know the problem, check all files if they are right and they are updated
