The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

No light bloom

I have ELS + Radiance and Visualv installed but my lights have no bloom at all.

Post FX is on ultra as I read somewhere that affects it but I don't know.

then it appears you may have forgotten to install a file, I had to install the settings.xml in the game settings location (documents/rockstargames/gtav), the Visual settings.dat in open IV

 

or it could be a conflict between two graphical mods and they both are like "WHAT SETTINGS TO WE USE?!"
