The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I decided to replace the files in my sheriff file (both sheriff and sheriff2), but for some reason, the old cars keep coming back (along with the visual graphics and original setting) despite that I have deleted the files. Is there any way to stop this?

Vehicle files must be placed in your latest installed patchday to ensure that they replaced the vanilla ones. Place them here even if there were no files for your specific vehicle here originally.

How can I access the most recent patchday file?

Then select the patchday with the highest number.

so just add the files and rename them as sheriff and sheriff2 etc from there?

Adding vehicles is much more complicated, I recommend starting with this: https://www.gta5-mods.com/vehicles/more-police-cars-to-add-v1-2

In a nutshell, an entry needs to be added to the carvariations.meta and vehicles.meta (included with the link).

Having addon cars requires you to edit or download an edited gameconfig.xml file that supports more addon cars (I cannot link this because do not know your game version).

There should be more in depth instructions included in the file I linked, if you need some clarification on a step feel free to ask.

Your questions are no problem, we were all new to modding at some point, I'm glad to help.
