It looks possibly like a window tint issue, but it's really hard to tell if they are flashing at all, as you didn't sit still long enough for us to look.

 

Assuming it is a window tint issue, go into the vehicle meta, find the line for that vehicle, and look for "diffusetint".  Change that to 0x00FFFFFF

they are flashing but looks as it looks terrible

there are coupule of  diffusetint in that file but everything looks ok all of them got  0x00FFFFFF

I am starting lspdfr by rage hook plugin  its good way? 
if i start gta normal lspfr does not work

it helped just a little .See how its working now but not as it supposed to right ?

might be the problem that my game is installed on other disk than usuall C/program files  ????

Does ELS should load like other plugins scripts ?for example when game is starting Then shoows me

No, ELS automatically loads.  Pause GTA, go to options, graphics, and set postfx on high.

Got  ultra high but will try when i will be at Home . One mod with graphics changes like you may see Above i recorded New video what Has been changed after install but does not looks like it supposed to but will try other cars too i saw on the author of these cars mod site that it almost looks like mine mabye thats the car problem with diffrent lighting , check out pls these cars Here on the video

I use that pack, all my lights are bright.    If your postfx is on ultra, and you did install bright lights correctly, there's no reason it shouldn't work.

 

In OpenIV, go to your visualsettings.dat.  Extract to desktop, and open it in notepad/notepad++  Search for "car.defaultlight.emissive.on".  What is this value set to?

These lines are what you want, and we've found the problem.  Your day.emissive.on line is invalid.  Change that to 6000.  Next, change the defaultlight.night one to 1500.  Click edit mode in openiv, drag and drop the edited visualsettings back in and you're good to go.

Take a screenshot/video of the lights now.  Changing those values should've fixed it.  Also, try a different car.

its looks like  before here :

 

 

got question this pack contains 2 folders. I think i;ve instaalled one of them only pack1 do i have to install pack 2 ? or its just the same but diffrent models cars and this is not requierd?

I can't tell you, as I have no clue what pack this is, or what the folders are.  Try a different car.  If you try one from this pack and the result is the same, try a new car that is not from this pack.
