The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

For ELS V I can't change my light Patterns or bring up control board.

So I have been trying to solve this problem for awhile now. I didn't want to bother anyone here so I tried to figure it out and I can't. Now I downloaded els V and I can't change the lighting patterns or bring up the control board. However I can turn on the lights with j, activate manual with T and use the sirens but yeah. I was hoping someone might know what I'm doing wrong and sorry to bother anyone.

You can't change light patterns because the ELS console needs to be opened.  By default, ELS console key is CTRL P, which is the pause menu.  Go into the ELS INI, look for this line:

 

TogInfoPanl =

 

Change that end number to 85.  CTRL U will now open the console.
