Nothing is fixing my Taxi Ad issue with Visual V

I've tried every download to fix the blinding taxi ad, nothing fixes it. Does anyone have any suggestions or know why this is giving me such a hard time?

    Go into the .ytd for Taxi, find taxi_sign_2, and drag and drop image in.

     

    The taxi ad will still show, but it won't be blindingly bright.

    After multiple attempts with taxi ad fix downloads and even the one you told me to try out still nothing. The taxis glare like the sun.  I have a replaced model, the 08 CV but still has nothing to do with replacing the sign. Is there another place this model can be found other then x64e.rpf?
