The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Plugins are easy as hell.  Callouts go into your LSPDFR (plugins-->LSPDFR ).  The INI and .dll go there.

 

Most callout packs also have a folder for Police Scanner" which is named the same as the callout pack.  This folder goes in LSPDFR-->Police Scanner.

 

Cars, weapons, etc are a bit more advanced.  They require OpenIV.  http://openiv.com
