It really comes down to personal preference.  My LSPD cars are a mix. Two are from the same pack, and one is separate.  A Vic, Charger, Tahoe, and unmarked Taurus.  Someone else may want a Vic, Charger, marked Sedan and unmarked Vic.  The best way to choose your vehicles is to start off with how you want your police force set up.  Do you want a Vic? Charger?  etc.  From there, look through the list of cars and look for ones that you really enjoy, or ones that have a nice texture and nice light set up.  There are texture packs out there, so if the vehicle you want doesn't have the texture that suits your needs, you can look through various texture packs to find the one you love.
