Well I played LSPDFR yesterday and ELS was working perfectly fine. And now When I get into a police car the lights do not come on. The ELS menu comes up and still flashes and works normal but no lights come on the car. My els file hasn't changed. Anyone know what the problem could be?

Did you change anything and/or modify anything from when you were working last night to when the problem occurred? What cars were you using? Did you do anything in openiv, change any scripts or modify anything? Even stuff unrelated can have an effect.

Im having the same issue, it started after I updated

Yeah

I believe mine updated automatically too. Im not 100% sure on that though

Also I added a police car in the park ranger slot but I didn't think that would affect anything

UPDATE: I simply restarted my PC and everything works great again!
