Double check whatever trainers you're using. Make sure you don't have "police ignore player" enabled.

I think hes talking about how the cars arent moving

I know.  I had this issue before and it turns out they weren't moving because I had set "police ignore player" to on in my trainer when I was testing things, and forgot to disable it.
