NOT SURE IF ITS THE CARS OR THE MOD SINCE THE UPDATE BUT NO LIGHTS PERIOD UNLESS YOU PUSH THE [ KEY AND EVEN THEN ONLY HALF THE LIGHTS COME ON AND STAY STEADY.

Im having the same issue spent about 3 hours  last night trying to figure it out replaced vehicle files several times over and over again even tried using the old ELS download file that did work still nothing all i get is the emergency strobes head and tail lights. I get the siren and beeping sounds in between the switch board thats it. The Old file dosen't work at all?   I have that in the els folder says police and it is the police car slot im using in game

Check your VCF folder and verify that the name of the VCF is the exact same as the vehicle files.

You mean xml document right "Police" ? I have that in the els folder says police and it is the police car slot im using in game

Yes, that is what I'm referring to.  Also, try pressing scroll lock. See if that changes anything.
