Verify several things for me, please. The last person who was having trouble with adding replacement cars later said it was a user error, he forgot to update files.

 

1) Have you gone into the latest patchday and placed the POLICE/whatever the replacement name is files there?

 

2) Double check the name on all the files is correct.

 

3) Before you started messing around with the mods folder, did you replace any vehicles in the vanilla files?  If yes, go and remove those.

 

4) When the vanilla car spawns, does it spawn the actual vanilla vehicle, or does it spawn with an outline of the modded car?  For example, it spawns a broken POLICE2, but you can see the outline for the actual vehicle.

 

5) Link me to the Explorer, please.

In Open IV, are you clicking "edit mode" when you drag and drop?

Yep

Their is alot of YT videos maybe they can help you just follow their steps 

That is what I did but the vehicles didnt work

Unfortunately, the last thing I can offer is to look here -

I mean this with the utmost respect, but 99% of the time the inability to install a mod is user error.  I install cars in my game almost every day and they all work.  It's really difficult in these situations because we can't see exactly what you're doing or watch you install to see if it's a mistake.

Go to your open iv open tools on your bar click on asi manager and  make shure you have all three installed asi loader,open iv asi and open camera. Dnt give up this might fix your problem

Actually, you don't need opencamera.  This is only for using the Rockstar editor.

just trying to make it easy for him since hes new it wont hurt to install that too

I got the same problem and it's the first time it happen to me ( i already modded gtaV like 4 month ago without LSPD and replaced car was working great) i even tried to put the police2 files in the patchday13 but it still don't work.
