RPH not launching GTA V

Hello everybody.

My problem: 

I click in RagePluginHook to start GTA V, the "waiting for game window" message pops-up, but not even the gtavlauncher.exe process shows up, no error, no logs, just that, last week it was working perfectly, what changed was I tried to install a mod that changes the hollywood sign and the del perro marina sign, but the computer shut down before it finished installing the .OIV package, and when i turned on again and tried again it gave me the error "Failed to install package", but i just removed the installed files (from the mods folder, obviously) but no success. 

What I tried:

Removed Mods folder;

Removed EUPMenu.dll (some guy had the same problem, fixed, but the s**ker didn't posted what he did to fix it, but people was saying to remove EUP)

Plugins and mods installed:

A LOT!!!!

PLEASE don't say to reinstall cause I didn't move any of the files and will take 2 hours to install all my mods and plugins again
