1: Somewhere on GPM there's a tutorial for changing them, sorry, but I don't have a link.

2: Only if it is unlocked.

Exactly as theninja said, you'd need access to the unlocked model and to then edit it in zmodeler.

It's not possible to do via changing a texture file, it needs to be done by the original author of the mod. Released cars are locked, I.E. it cannot be modified as a measure against mod theft.

You should be able to remove the ANPR camera if you look though the .wtd file, import a blank .png file into the ANPR camera texture.
