The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm not sure exactly what my problem is. It's as if my mods are half working. I can load everything up just fine from what I know, but my police radio won't scan plates, I can blip a car to pull over but when I turn on stage 3 lights (ELS, and that's how it's been working for me) nothing happens. The only thing that I've done differently is install the LA pack 1.3. I was running the previous version of the same pack with no issues. I don't know if it's the problem or not. 

Re install LSPDFR and Rage Plugin Hook, and post your els log while your at it.

There's the log. I already reinstalled both. I think it may be something with that pack but i'm not sure. The author doesn't know either.
