The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR Has stopped working after entering duty.

I go to the downtown 3D police station in Los Santos, select my character, go outside to the garage,

Select my vehicle, drive about 10 meters, a blue message appears following with a deathly sound

Alerting that "LSPDFR Has stopped working. Etc" I check the RPH logs, and this is what I found.

Your best bet is ensuring that you installed LSPDFR correctly, and that you have the latest RPH. If both of those are up-to-date then check each individual plugin once at a time (also see if any of them need to be updated). It could also be that two of the plugins are not compatible with each other. ELS would not cause a crash, since it runs on game start up, instead of initializing on forceduty.

I use the updated Ragepluginhook and LSPDFR, and have no plugins in GTA apart from LSPDFR and ELS. The LSPDFR error has nothing to do with ELS, so therefor it would make no difference.
