Too many pursuits on traffic stops

Often when i go to do a traffic stop on a normal vehicle (no anpr or event) they end up fleeing. Is there any way to force the AI into pulling over like ctrl+shift does to force them into running? I just want to do normal traffic stops nothing crazy, the amount of pursuits makes the game unrealistic.
