Need help locating a random fire mod (for firefighting)

I just watched a video - https://www.youtube.com/watch?v=trSfGhNwxyk

 

and they had a random fire script that generated a working fire you could respond to and put out.  I don't think this was the firefighter mod, because the callouts for the fire wasn't the same.  I tried searching here and on GTA 5 mods.

    Ugh.  I love the videos, but it's frustrating when you see amazing mods such as that, and that NYFD style firetruck, but they are only for a server.
