The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

How do i get my ELS Lights to look like Jeff Favignano? Like this in the video. https://www.youtube.com/watch?v=op-zkiqn7mA&t=1s Im using MVGA and Radiance mod and I thought it would make it like his.

Also I installed all my ELS files in the GTA V Directory like told and doesn't work. I heard you need to install Scripthook for it to work?

You need ScripthookV for ELS to work. Jeff I believe uses a custom mix of VisualV and some other visual mod that I can't remember off the top of my head.
