Editing Siren Sounds - Need Clarification

I have using RDE and it is amazing. So i wrote my own xml file for siren mastery using the siren mega pack. It is a great start but I also need to edit the game files so the AI responding use the same sirens. I have downloaded a couple mods I don't need to see if I can find the answers in them but I'm falling short. I need to know what files are the siren files in the vehicles.awc file.

gta v - x64 - audio - sfx - respident.rpf - vehicles.awc 

I assume this is where you would replace the audio files since that is where siren mastery pulls the default sirens from. If anyone could pinpoint the file names or point me in the right direction I'd appreciate it. 

I'll release my siren mastery file for RDE here once I have my answer. Save some of you some extra time.

Next question... what is the proper procedure for messing with the .awc file. I know you can export it as a folder full of .wav files. How do you package it back up into a .awc file for gta v?

Just reimport the .oac file after you've rearranged the files in the \vehicles folder. The .oac is "tied" to that folder and those files.

I downloaded american siren pack and saw that they had the vehicles folder and a .oac file.

Where does this .oac file come from. When you import the .oac file it adds the .oac file into the file structure with all the .awc files. Is this the correct method?

There is some small technicality that is escaping me right now. Been a long day. If what you are telling me is stupid obvious.. :P I am not picking it up at the moment.

.oac and vehicles folder are created when you export to OpenFormats from OpenIV. When you import OpenFormats back into OpenIV via the .oac file, it imports it as the .awc. Note: to import the .oac file right click on a blank area inside the .rpf file you want to import to and then left click import OpenFormats.

That is the technical part I'm missing. OpenFormats. I've only ever imported through the big green plus icon. I am looking at OpenIV right now and the OpenFormats part is escaping me.

That solves it. I learned how to import and export via open formats. A simple note in a readme file anywhere would have helped clear that up. Thank you for your help. I also am learning from the American Sound pack that there is a file size limit on the library. So I think I'll use their pack instead of working my own in. Just swap some sounds around if necessary.
