The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When I call for back up, whether it's for a pursuit or for prisoner transport, they just sit in the middle of the road and do nothing. I have backup.xml in the LSPDFR root folder and I even reinstalled LSPDFR. Anyone know a fix?

Solved problem myself

I fixed my problem, I have Enhanced native trainer 32 and the option "All peds are calm" was on and it was messing with the backup somehow, so solved.
