The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Look likes its trying to look for any updates. I take it your playing offline?

I always have an internet connection so I haven't seen that, not sure maybe there is a way to disable the update check in the .ini?

Maybe your firewall is blocking something then, I was playing for a few hours with Albo's plugin and that message didn't pop up once. If your firewall has some kind of log clear it play LSPDFR and see what connections are being blocked and go from there.
