a simple diagnostic report will not suffice, please provide more details, where, when, what were you doing? any other mods? were you running as admin?

I just installed it, I have had my GTA IV Installed for a little wile now, like maybe a month or 2, and I have installed one other mod, simple native trainer. But I removed that before I installed the mod.

did you install the scripthooks and dsound that came with lcpdfr or did you keep the older ones in? are there any duplicate files in your gta install location?

remove the scripthook files, and the dsound just move them, do not delete, yet, This is to test the stability of the game to be sure it still runs without any modding

screw it, in your opinion, if I were to uninstall all GTA 4 game data and re-install it, then install the mod, would you be pretty sure it would work, because I might just do so.

I removed all the scripthook files and what not, now I don't even get any error message from windows, it just wont start now, I will probably uninstall GTA and re-install it.

IMO: thats a good bet it might work fine, From where i am sitting, i see no reason why it's doing this. But a reinstall is a good idea to restore it to working order as a stock game

Hey man, I shut my PC down last night, installed some updates to maybe see if it would "un-fuck" anything I did. Fresh re-install last night, and my GTA IV will still not launch, this is what I get from windows..

Well, for 1. I can't do that for hardware reasons, it was working perfectly fine a couple weeks ago, I think it was when I installed .Net Framwork, il mess around with it and get back to you when I get it working/ ask you for any suggestions.

Would you have any other ideas besides updating drivers?

updating your computer is another option, this game is just ridiculous to run, let alone put mod's in it.

Okay, do you have ENB or anything installed?, also, when you read the system's MINIMUM requirement's, believe me, those ARE the minimum requirement's, any less then minimum system requirement's, the game will either not work, or it will lag like a bastard..

EDIT: Herp derp, Asuna is right, update your driver's..

I've run into this issue previously, and found the cause -- Windows Live ID Sign-in Assistant service (Wlidsvc) was not running. Make sure that service is set to Automatic. If you're certain it's already set to Automatic, then I'm uncertain you're running into the same situation I did. But, if uncertain, here's how to check and correct it.

Click Start > Run > and type Services.msc -- the Services window will pop-up. Scroll down to Windows Live ID Sign-in Assistant, right-click it, and then select Properties. In the middle of the Properties window, you'll see the service's Startup type. Set that to Automatic and click apply at the bottom, then click OK to close it. Now close your Services window and attempt to run the game again to see what happens.
