I'm not sure what version of EFLC is needed but I have 1.1.0.0. I installed the LCPD:FR successfully and tried going in-game but alt + p doesn't do anything. I had dsound.dll in the EFLC folder and at the same time I had some old xlive.dll to prevent windows live from downloading updates. Then I run the diagnostic tool it says the Asi loader is not found. Ok then, I delete the xlive.dll and went in-game, skipped the windows live login and do alt + p but nothing happens. I run the diagnostic tool again, it says asi loader is valid. Everything's ok but doesn't work. Here's the dump:
