The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Trying to get different callouts and car packs to work but i am having trouble having them work after i extract them to the gta v file in my pc. any help would be greatly appreciated

If you're able to extract them from a .rar format, then it's not a "RAR" issue.  Check to make sure you are installing the mods correctly.

do have winrar installed and im using it to extract them into the gta v file i assumed they would work from there but hasn't yet.every thing else is working as far the lcpdfr plugin and the rage plugin but nothing else im downloading from here is. not sure if any other steps are needed. this is my first time doing this so im a little unsure about it.

Are you saying that you are just placing files from .rar straight into your GTA V folder?  If so, you will need to read the readme files that are inside, which will tell you where exactly to place the files.  Most of the time, they will not go to the main GTA V folder.
