I do not know about the build but I will tell you that hardware does not matter when it comes to scripts. If you add too many scripts/mods it can impact performance. The question you should be asking is "Will this build run GTA 5". I have a gtx 970 and an i5 4590 and when I play gta 5 with mods (minus lsdpfr and associated plugins) I get a constant 80fps with dips to the high 60's in the main city. As soon as I load LSPDFR and all plugins I get 60 fps with constant drops to the 40's and back up.

People have different results because it matters what scripts you have installed. This is not an issue with my mods either as it has been like this since I started playing LSPDFR with multiple different installations of mods. So I hope you get an answer to if you can play gta 5.

The only thing I would question is the processor. AMD is known to not have very good quality processors like Intel does. You should invest in a Intel chip it is worth the money you spend on it. 

I would also bump up the Memory to 12GB instead of 8GB. 

i hope it runs smoothly, i have almost the same build but i think mine is a bit better.And you've got a 4gb graphic card, that is enough.I have 2gb and it runs smoothly.Try it.
