The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hey folks, 

Just wondering if anyone else is having the same issue... The problem just started a few hours ago. My game will no longer launch without crashing. I've since reverted everything (and I mean everything) to vanilla GTA, and reinstalled the game entirely. I currently have no mods installed, yet it continues to crash just after I attempt to launch. Anyone else with the same issue? If so, any luck on a fix?

Some game files are probably corrupted or something of the sort, try verifying the files through Steam if you have the Steam version, or try using the repair function if you have the retail version. If nothing works, you probably won't escape a full reinstall. :)
