GTA IV wont start

I assume you've updated to the newest patch (1.0.8.0).

 

I know for a fact that scripthook doesn't work with 1.0.8.0. dsound I'm not so sure.

Take these out of your root directory and try launching it, see if that helps.

I did and it worked but how will I get to use the mods

Yeah apparently I had auto update on and it updated to 1.0.8.0

At this point im reverting to 1.0.7.0. If you want to play with mods, I recommend you do that, too.

What if I use steam to play GTA IV? If I uninstall the newly updated GTA IV and reinstall the previous version, the patch 7 one; will it work?

Not sure, I just installed the patch and it worked
