Starting mod issues

So I downloaded the mod and had it installed Using the automatic installer and when I open to see if the files are on steam they are there. However when I go into the game the police stations do not come up on the maps nor can I start using the mod. I noticed the other side ftware I need was in that pack.  I am thinking it's something with steam. Any ideas?

After you click on Rage hook to load the game, click the little gear icon, then click Plugins, then click the little checkbox next to LSPD First Response so that LSPDFR loads.
