The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I just installed Captain14's LSPD Pack:

And I have these liveries I want to put on the cars:

I was wondering after I install Captain14's cars from the OIV how to I add those liveries to the cars.

Same as any other car. Go to update\x64\dlcpacks\lspdpack\dlc.rpf

find the vehicles.rpf, open the .ytd in edit mode, install skins.
