I can spawn the car in game so that works however the headlights and tail lights have no visual glare. Another issue is when I hit E to activate the siren, there are no lights at all. I copied the original files and changed the name to sheriff 3. I am working on adding it to Captain14s LSPD pack dlc folder. I have included what I have done. If you have any suggestions or hints please let me know. I'm pretty sure I'm missing something, but I don't know what.
